He was a very caring and generous person. He was a member of Madison Hills Christian Church. Billy was an avid Corvette enthusiast but most of all enjoyed time spent with his grandchildren. He was a self-employed builder, a Vietnam Veteran serving with the Maine Corps. An avid outdoors person he enjoyed fishing, hunting and 4 wheeling. Abner was of the Holiness faith. Other than his parents he was preceded in death by one step-son, Shane Adkins.

He was of the Baptist Faith, loved his grandchildren and his dog Eddie, he also enjoyed fishing and flower gardening. Proctor was a member of Kingston Masonic Lodge F.

Other than his parents he was preceded in death by; two brothers, Wayne, and Brad Proctor, and one sister, Rita Lakes. He had worked as a firefighter for the city of Richmond and in the dietary department of Saint Joseph-East in Lexington.
