Since you will be getting rep anyway, killing mobs in the instance - this seems a preferable option if you're farming rep with the Consortium. This is easy peasy. I flew around a bit looking for a Jailor and found none -- I then farmed up 5 keys in under 30 minutes just killing the random mobs.
