Am I the only one to ever wonder this? What are your thoughts? LOL my freind came up with that question a few days ago, and that is what I said, so no, your not the only person to think of this. It might be the electricity or whatever power that goes into making a trade that gives certain Pokemon pokemon evolution by trade to evolve. I read it somewhere, I think from one of the NPCs, and they said something like that. Even an NPC's Pokemon will evolve when traded to you!
This is common in Yellow when the kid in the Underway Passage near Route 6 and inbetween Saffron and Vermilion City trades you a Machoke, and then it evolves into Machamp! They are programmed that way since that's the way the game works.
As of now, there are newer Pokemon that only evolve when traded pokemon evolution by trade certain Pokemon for another as I've heard as of in Black and White! Shelmet and karablast, who evolve into accelagor and escavelier, respectively. Hope my spelling isnt way off. I know, but they still evolve in some way, and that is a trade evolution under special conditions, so it is a trade evo.

Some pokemon are over sensitive to the pie pokemon evolution by trade they start to evolve, but they can't UNLESS, they get ice cream, so the machine gives them ice cream and then finish evolving.
That's the only solution. Just look at those words! And the use of machinery also backs up the fact that the electricity could also create pokemon evolution by trade certain type of energy which makes the pokemon evolve. Because as MetaRaptor said Misty's Poliwhirl only needed the kings rock and electricity.
So we can assume that the electricity is the key factor in "trade" evolutions, as it must somehow create a certain type of energy which creates Pokemon to pokemon evolution by trade. However, electricity isn't the only factor.
I believe that in order for the energy to work, the Pokemon needs another element to react with the electricity to make the circuit complete. For example, Poliwhirl needs the kings rock, an item that the pokemon holds.
The electricity reacts with the pokemon evolution by trade item which creates a probably some sort of chemical reaction thus allowing the pokemon to evolve. However, Pokemon such as kadabra need to have another element to finish the circuit. I believe that the said element is emotion. Thinking about it, a Pokemon must have a strong sense of hurt, anger or excitement during the trade process as we can only assume the pokemon knows pokemon evolution by trade being traded while going through the machinethis strong emotion reacts with the electricity, in a similar way to a held item, thus triggering the evolution.
The same earth, the same air, the same sky. Maybe if we started looking at what's the same, instead of what's different, well, who knows?
So, when the pokemon is being traded, the evolve because they want to put on a new look for their pokemon evolution by trade in hopes that the trainer won't say "Dang! If the pokemon has a held item, the item tells dem "Evolve or I'll crush you when you're inside your pokeball! Like just that electric shock. Yeah, I think this is pretty much it.
As in the anime, trading is normally done through a machine, I can only assume that the electricity induces the evolution. And when a Pokemon is holding an evolution-inducing item, the electricity reacts with that item and induces the evolution. I guess that in the games, it was too much bother for GameFreak to include a trade machine where ever another trainer wanted to trade Pokemon, so it wasn't implemented with in the games. However trading through a wired connection or through wi-fi now does back up the electricity theory.
