This lock time bitcoin mining is not time locked, but has opted to allow Replace-By-Fee. Its source is simple and elegant, comprising less than 20 lines of clean, superbly-commented code. It pretty much always stays within a couple hours of "real" time. Transactions, once confirmed, cannot be revoked without a chain re-org.

Reindexing using earlier versions will also not work anymore as a result of this. Script-level locks sets conditions on all transactions spending an output. It specifies a block number or time stamp.
