Talking to some friends, it looks to be a random drop off of any etheral in the Etherium Staging Grounds didn't check the new mobs they just added.
Drop rate seems to be fairly high, of course this might be a biased opinion since I only killed one guy for it. The completion of this quest leads to http: Comment by krmtdfrog Echoing the above poster's comment, its a random drop from the Etherium Staging Ground npcs.

Maybe I was lucky, or maybe they do this so you don't get too annoyed by the horrible drop rate until you get to the repeatable one. Comment by shinjuru Got it off of Warden Icoshock. Dropped on 2nd kill. Comment by Ironfungus Well that's complete bullcrap what everyone said above. The drop rate the highest, on Shocktroopers is 1. There is no way in hell it dropped that quick for any of them. And if it did, then that was obviously then, and this is now. I've been here for a good 45 minutes and it hasn't dropped. I started to fight him and out of nowhere approx 6 mobs attacked me at once. This included two weapons hitting me though not attached to any person. I have better things to do than to just run around all day. I am a level 70 warrior and even in tank mode didn't stand a chance. If Blizard think this is a solo quest how about giving us warriors some more clout like the magic users.
May I suggest that all warriors bring some friends with them for this one. Some may say it's just bad luck to be attacked like this but it happens too often on certain quests. Cost of unfair quest. Also, after you complete this quest, you will be able to loot Ethereum Prison keys from any Outland ethereal that's not a part of the Consortium. The follow-up actually requires these very same key in order to get the ID tag.
After this point you can now loot these keys for Consortium rep as well as a few other BC reps. In the past, I've freed Cenarion Expedetion and Sporregar NPCs from the chambers and got a bonus to those reputations, and there are other reps you can farm via the statis chambers.

I just did it on one of my characters to prepare for Timewalking in patch 6. Before you start you might consider purchasing the required materials that will be required further into the quests.
It can help reduce farm and speed up completion. At some point you'd need to turn in 10x Ethereum Prison Key , but in addition you'd need one extra to continue the quest chain.
So if I were you, buy at least 10 of these from the Auction House. Though this is not required, just saves you perhaps an hour of farm in total if unlucky like me.
Anyway start by doing these quests in the following order: Seek Out Ameer requires Honored 2. A Mission of Mercy 3. Ethereum Secrets repeatable, do once 4. A Thousand Worlds requires Revered 5. Stasis Chambers of Bash'ir 6. Purging the Chambers of Bash'ir repeatable, do once 7. The Mark of the Nexus-King 8. Stasis Chambers of the Mana-Tombs 9. Nexus-Prince Shaffar's Personal Chamber repeatable, do once The Eye of Haramad requires Exalted One tip to greatly increase the speed of the farm is to actually enter Heroic Mana-Tombs because you can farm the last boss indefinitely.
He will first spawn Ethereal Beacon and these mobs will spawn Ethereal Apprentice and these give 10 rep in Normal, and 21 rep in Heroic.
If you have 4 hours to kill spamming one macro, basically create this: Also helps you not forget to spawn it once it is off cooldown and the old one despawns. Once Exalted you can go to Image of Commander Ameer and complete the final quest The Eye of Haramad only requires Exalted, nothing else for The Eye of Haramad and you can spawn Yor each time you visit the instance - no need to farm keys for one time use consumables.
