I think that if the chakra was cut into 4ths for subs like the current meter, then you would have to save chakra and decide when to get out of your opponents moves. Then that would kind of eliminate the ridiculous amounts of people spamming ultimate jutsu and normal jutsu. It would force most players to actually play the game.
Then it would also allow you to punish people for wasting too much chakra. If you run out of chakra, then the game should give you just a small bit, enough to dash away if you are getting beat up a lot. But not enough to sub again. The game could take notes from most fighting games by giving the player small amounts of energy as they get hit, that is what prevents Budokai 3 from having infinite combos as well as other things like the execution ceiling.
How does counter attacking work in this game exactly? While guarding, you can press the square button and then your character will flash a bit. If your opponent attacks you right when this happens, it will trigger the counter attack and leave your opponent stunned for a while.
